UNDP Moldova announces the vacancy of national consultants
The consultants hired by the Project will assist the Government of Moldova in implementing the e-Governance component of the National Strategy on Information Society Technologies for Development.
National Consultant
The scope of work: e-Statistics Reporting Subsystem Concept formulation
Background
The Consultant, in cooperation with the International Consultant, the National Bureau of Statistics and Ministry of Information Development, under the supervision of Project Manager will formulate the i) e-Statistics Reporting Subsystem Concept of the National Bureau of Statistics of Moldova and ii) technical specifications to announce the tender for building the subsystem with the Portal.
Summary of tasks:
- Analyze the existing statistical information and reporting system in NBS of Moldova
- Develop the draft Concept of e-Statistics Reporting Subsystem of the NBS of Moldova
- Develop the technical specifications for building the subsystem with e-Reporting Portal
Qualifications and skills required:
- Advanced university degree in computer science, public administration, governance, economics, and/or areas relevant for the assignment.
- At least 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, project management, drafting reports, working with Government institutions.
- In-depth knowledge and understanding of e-Statistics, ICT and e-Governance development issues and relevant work experience.
- Previous experience with e-Statistics reporting paper formulation is an asset.
- Experience in project and programme implementation.
- Knowledge and understanding of planning, policy development, analysis, and research.
- Knowledge of the government institutions.
- Full understanding of decision making processes and the ICT role in administrative and management processes.
- Fluency of Romanian and English

The scope of work: Policy Paper Formulation on Free/Open Source Software and Open Standards use in public institutions of the Republic of Moldova
Background
The National Consultant in cooperation with the international consultant, based on international best practices, under the supervision of Project Manager, will formulate a Policy Paper on Free/Open Source Software and Open Standards use for the benefit of Moldova .
Summary of tasks:
- Assess OS/FOSS use in Moldova
- Conduct a number of consultations and discussions Develop the draft Policy Paper on OS/FOSS use in the Republic of Moldova
- Develop the draft Action Plan on OS/FOSS implementation in public institutions
Qualifications and skills required:
- Advanced university degree in computer science, public administration, governance, economics, and/or areas relevant for the assignment.
- At least 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, project management, drafting reports, working with Government institutions.
- In-depth knowledge and understanding of OS/FOSS, ICT, ICT4D, e-Governance development issues and relevant work experience.
- Previous experience with e-Policy in OS/FOSS formulation is an asset.
