e-Goverannce represents the means of application and use of information and communication technologies with the goal of insuring the access to information and provision of public services in interactive regime.
e-Governance is a tool of enhancing the relationship between citizens and public authorities, based on mutual respect and interest for collaboration between the state and civil society.
e-Governance is implemented according to the following principles:
- transparency and partnership – all activities are carried out in a transparent manner, discussed in public, ideas and suggestions of all the involved parties are taken into consideration;
- access to information – respect of the fundamental civil right of access to official information;
- social orientation – the main activities carried out during the electronic governance implementation will comply to the citizens’ interests;
- harmonization of legal frame with international regulations and standards;
- protection and security – observance of citizens’ constitutional rights and freedoms in the process of elaborating, stocking, processing and transmission of information, including the protection of personal data by methods guaranteeing security of information;
- priority of political, economic and social aspects over technical an technological ones;
- principle of the ”first person” – obligation of the decision makers within ministries, other central and local public administration authorities, public institutions and state enterprises to actively participate in the e-governance implementation process.
